Ike evacuees jump gun, sneak back onto island

GALVESTON, Texas (AP) - Rats, raw sewage and a no-excuses curfew await exiled residents who try to return to storm-wrecked Galveston Island when it reopens next week, officials warned Saturday, a week after Hurricane Ike came thundering ashore.
Ugly as the city's last week and immediate future may be, the grim predictions didn't seem to scare some of the 45,000 evacuated islanders from trying to get home, even though most of the island won't open back up until Wednesday.
Another miles-long traffic jam clogged the only highway into the city Saturday. Some ignored orders to turn around, while others resorted to deception to sneak past police guarding a roadblock.
David Culpepper met his brother Joe in Atlanta, put a phony magnetic sign on a truck to masquerade as contractors and drove down to help a third brother, Michael, who owns an antiques shop on Galveston.
Guards at the checkpoint waved Joe and David Culpepper and right in.
"Not getting on this island was not an option," David Culpepper said. "We have a brother in need."
It could be weeks or more before basic services are restored in all areas. Authorities cautioned that residents could find drastically different conditions depending on how their property fared.
"We have people whose homes are totally and completely destroyed, all the way to the other end of the spectrum, to where your home is perfectly fine," city manager Steve LeBlanc said.
Fuel and other essentials remained scarce. Some businesses were beginning to reopen, cell service was improving and electricity was coming back on.
But the strides are small, and island leaders emphasized that Galveston remained dangerous. Police will indefinitely enforce a 6 p.m. to 6 a.m. curfew once the island reopens, and parents were warned their children could be exposed to infections from storm debris and other hazards.
Planes continued spraying the island to control mosquitoes, and officials urged returnees to wear masks to protect from mold and to properly dispose of spoiled food to stave off vermin.
"We don't want that flowing out into the streets," LeBlanc said. "We don't want varmints getting into it."
Hundreds of stop signs were being trucked in to replace traffic lights, nearly all of which were blown away, and 150 state troopers were on their way to help police the city.
State Rep. Craig Eiland called the preparations essential for controlling the "chaos and congestion" expected as residents come home.
"We will have order in the city," LeBlanc said.
The increased activity was welcome news to evacuees, but less so to at least some of the roughly 15,000 who rode out the Category 2 storm on the island.
"To be honest, I have been comfortable these past nine days without noise, without stupid sirens," 61-year-old Leonid Elokhine said as he walked home from trying to find supplies to fix his flooded car.
Grim reminders of the storm's force accompanied the bits of good news. Cadaver dogs were to sniff through rubble and debris Sunday in Bolivar Peninsula, which suffered even heavier damage that Galveston.
Residents of Bolivar Peninsula will also start seeing their homes next week, albeit for only a quick peek. Because the main road is impassible in many spots, residents will be loaded into dump trucks and other heavy vehicles for their tour.
Authorities had blamed the storm for 26 deaths in Texas and 61 total in the U.S., including a utility contractor from Florida who was electrocuted Friday while trying to restore power in Louisville, Ky.
Power had been restored Saturday to more than half the customers in Texas whose electricity was cut by Ike, though state officials said about 1.2 million remained in the dark Saturday.
"If there's one word that describes recovery, it's power," Gov. Rick Perry said.
In Beaumont, near the Louisiana line, authorities lifted a mandatory evacuation order Saturday that had been in effect since Sept. 11, clearing residents to return to the city of 110,000 for the first time in more than a week.
But thousands bused out of the city before Ike won't be coming back right away. Half of Beaumont is still without power, and with city water utilities and sewage running on generators, officials said they may not be ready for everyone to return.
More than 1 million people evacuated the Texas coast as Ike steamed across the Gulf of Mexico. State officials said more than half of some 37,000 evacuees in shelters at the height of Ike's aftermath were gone as of Saturday, and about 175 shelters remained open.
More than 439,000 families had registered for FEMA assistance in the wake of Ike as of Saturday, and about 9,300 were staying in government-funded hotel rooms.

HOUSTON (AP) - The frail and elderly were put aboard buses Wednesday and authorities warned 1 million others to flee inland as Hurricane Ike steamed toward a swath of the Texas coast that includes the nation's largest concentration of refineries and chemical plants.
Drawing energy from the warm waters of the Gulf of Mexico, the strengthening storm was expected to blow ashore early Saturday somewhere between Corpus Christi and Houston, with some forecasts saying it could become a fearsome Category 4, with winds of at least 131 mph.
Such a storm could cause a storm surge of 18 feet in Matagorda Bay and four to eight feet in Galveston Bay, emergency officials warned. The surge in Galveston Bay could push floodwaters into Houston, damaging areas that include the nation's biggest refinery and NASA's Johnson Space Center.
Four counties south and east of Houston announced mandatory or voluntary evacuations, and authorities began moving weak and chronically ill patients by bus to San Antonio, about 190 miles from Houston. No immediate evacuations were ordered in Harris County, which includes Houston.
Just across the state line where Louisianans were still cleaning up from Hurricane Gustav, Cameron Parish residents were told to evacuate, as were those in a few other low-lying coastal communities.
In Texas, Johnny Greer, a 54-year-old retired plant operator at Dow Chemical Corp., boarded up his house a mile from the Gulf of Mexico in Brazoria County and planned to hit the road.
"Gas and stuff is high. But you can't look at all that," he said. "I think my life is more valuable than high gas prices."
About 1 million people live in the coastal counties between Corpus Christi and Galveston. An additional 4 million live in the Houston area, to the north.
The oil and gas industry watched the storm closely, fearing damage to the very heart of its operations.
Texas is home to 26 refineries that account for one-fourth of U.S. refining capacity, and most are clustered along the Gulf Coast in such places as Houston, Port Arthur and Corpus Christi. Exxon Mobil Corp.'s plant in Baytown, outside Houston, is the nation's largest refinery. Dow Chemical has a huge operation just north of Corpus Christi.
Refineries are built to withstand high winds, but flooding can disrupt operations and _ as happened in Louisiana after Gustav _ power outages can shut down equipment for days or weeks. An extended shutdown could lead to higher gasoline prices.
Meanwhile, the storm's approach also forced University of Texas officials to postpone the school's home football game against Arkansas until Sept. 27.
As always, some hardened old-timers decided to ride it out. Fourth-generation fisherman James Driggers, 47, planned to spend the storm aboard his 80-foot boat docked in Freeport.
"We like to stay close to our paycheck," he said.
At 11 p.m. EDT, Ike was a Category 2 storm with winds near 100 mph. It was about 676 miles east of Brownsville, Texas, and was moving northwest at 7 mph, after ravaging homes in Cuba and killing at least 81 people in the Caribbean.
No matter where Ike hits, its effects are likely to be felt for hundreds of miles, said Mark Sloan, emergency management coordinator for Harris County, which includes Houston.
"It's a very large storm," Sloan said. "The bands will be over 200 miles out from the center of storm, so we have to be aware of its size as it grows over the next 24 to 48 hours and what impacts it will have on Friday, Saturday and Sunday."
Isaias Campos, 27, boarded up the church he attends in Freeport. He said he was grateful the church planned to evacuate much of the congregation to Houston by bus.
"If it wasn't for the church, it would be difficult for many of our members to leave," Campos said.

In the wake of Hurricane Ike, some people along the Gulf coast are assessing the damage while others are still trying to survive. A group of Utahns with the American Red Cross is in the hurricane region trying to help.
There are 2,500 people with the Red Cross in Texas alone; 24 of them live here in Utah. They say the damage is significant, and it will take weeks, if not longer, for the region to get back up and running.

As Hurricane Ike approached the Texas shore on Friday it had the temper of a deadly storm. Today efforts are underway to locate the estimated 140,000 people who failed to evacuate. Only a handful of deaths have been confirmed so far, but that number is expected to rise.
Susan Thomas, the communications director with the American Red Cross, said, "They are saying that this hurricane was one wild ride."
As residents in Texas and Louisiana assess the damage and sift through debris, the group of Utahns, mostly volunteers, is providing much needed relief. "When people need basic essential needs, like shelter, food, clothing, water, that's what the Red Cross does," explained Thomas. She says these services will be required for some time to come.
One of the biggest concerns is power. Officials say as many as 5 million people could be in the dark. Houston Mayor Bill White said, "Everything humanly possible should be done to get the electrical power grid in this area back up as soon as possible."
Ike's storm surge was 15 feet high, less than feared but still enough to leave entire communities underwater and billions of dollars in damage. It's a costly mess taking its toll on the already depleted disaster relief funds of the American Red Cross.
"We had the Midwest floods, which were the worst in 15 years, and then we had a record year for the number of tornadoes, and then we've had Gustav and Hanna and Ike," Thomas said.

i had lots of fun this week i did a lot i am all cot up in school i so glad cause i miss a lot of school so i had 2 catch up so ya i went my school field trip last Wednesday that was soooooooooooooooooooooooooooooooooooooooooooooooooooooooo much fun i meant some people a lot of guys 1 was even cute. so that was cool my Gram is save i soooooooooo glad i miss her she is coming home in 6 month i am so happy my Gram sead it is so hot and humid in Texas they have no power and like no food the had to go to a food line to get food that so sad i cant Waite in till i figer out that they r save to go teach again the power sud be out 4 1 to 5 week that so scary. back to my day i clean and did school all day. i went to a birth-day party last Friday i am going to go to one on Friday and Monday i cant Waite i also saw my Gram and grandpa on my mom dad today they got a sweet car a cool car.
